Russia, North Korea Envoys Discuss Nuclear Disarmament January 21, 2007

MOSCOW (AP)–The heads of Russia’s and North Korea’s delegations at six-nation talks on North Korea’s nuclear disarmament met in Moscow Sunday to discuss ways of advancing the slow-moving negotiations.

Russian Deputy Foreign Minister Alexander Losyukov and his North Korean counterpart Kim Kye Gwan held talks early Sunday, a ministry statement said.

The meeting took place as the chief U.S. nuclear envoy visited Beijing to discuss a possible date for renewed six-party talks after pledges by Washington and North Korea to strive for progress in the talks. The participants include North Korea, the U.S., Japan, South Korea, China and Russia.

At the talks in Moscow, the diplomats discussed “prospects of continuing the negotiations process” in light of Kim’s meeting last week with his U.S. counterpart Christopher Hill in Berlin, the ministry statement said.

Kim said he was “satisfied” with the Moscow talks and said his country intended to “energize interaction with Moscow” to order to advance six-party talks, according to the ITAR-Tass news agency.

Negotiations have taken on added urgency since North Korea alarmed its neighbors in October by testing a nuclear bomb. But the latest round of consultations ended in December in Beijing with no breakthroughs.

The U.S. has voiced hope that the next round of six-party talks would yield progress on implementing steps agreed to in September 2005, when North Korea pledged to disarm in exchange for aid and security guarantees.

A key stumbling block has been North Korea’s refusal to discuss nuclear disarmament unless the U.S. first lifted financial restrictions imposed for the North’s alleged counterfeiting and money laundering.
